The Syrian President Bashar Al Assad issues a legislative decree granting a general amnesty for crimes of escape after day of the ruling Baath party issues fundamental changes on its Structure
Syrian President Bashar Al Assad issued a Legislative Decree No. 18 of 2018 granting a general amnesty for the full sentence for the perpetrators of internal and external escape crimes provided for in the Military Penal Code promulgated by Legislative Decree No. 61 of 1950 and its amendments before 9-10-2018, Are excluded from justice unless they surrender within 4 months for internal escape and 6 months for external escape.
The decree also provides for a general amnesty for the full penalty in the crimes stipulated in the Law of Science Service No. 30 of 2007 and its amendments.

A general amnesty for crimes committed before 9-10-2018 shall be granted in accordance with the following.
Article (1)
- The full penalty for the perpetrators of internal escape crimes stipulated in Article 100 of the Military Penal Code promulgated by Legislative Decree No. 61 of 1950 and its amendments.
- The full penalty for the perpetrators of the foreign escape crimes stipulated in Article 101 of the Military Penal Code promulgated by Legislative Decree No. 61 of 1950 and its amendments.
- The provisions of this Article shall not include persons who are absent from justice and who have escaped justice only if they have surrendered within four months for the internal flight and six months for the escape from the date of the issuance of this Legislative Decree.
Article (2)
- For the full penalty in the crimes stipulated in the Science Service Law No. 30 of 2007 and its amendments.
- The provisions of this article shall not include fines which bear the character of civil compensation of the State.
Article (3)
This Legislative Decree shall be published in the Official Gazette and shall be effective from the date of its issuance.

This amnesty decree seemingly opens the door to return many of Syrian youth how fled from the country.
The amnesty decree comes a day after the end of the sessions of the General Conference of the ruling Baath party in Syria, where radical changes have been made in the structure of the ruling Baath party in the country.
During the meeting of Syrian President Bashar Al Assad with the members of the Central Committee of the Baath Party, the vote on the draft rules of procedure of the party and approval, in addition to the discussion of the draft regulations governing the functions and powers of the control and inspection committee and the structure of the internal rules of the party.
The name of the “Country Command” has been replaced by the “Central Command” of the Baath Party, replacing the designation “Secretary of the Country” as “Secretary-General”, and replacing the term “Assistant Secretary-General”, By the “General Conference”.
The changes announced by Assad during his presidency of the meeting in his capacity as “Secretary-General”, within the framework of the political alignment of the next phase in the country with attempts to carry out actions that will promote development and modernization to complete the vision of Assad in the building of renewed Syria.
The ruling Baath party in Syria announced in May of 2017 that the party’s “national leadership” had been replaced by the National Council, which had consultative status, according to amendments that were the first of its kind in the party’s structure who is ruling the country since 1963.
