The Israeli army intends to prepare a plan to disarm Hamas and resume fighting in Gaza, in the event that US President Donald Trump’s plan to reach a ceasefire in the Gaza Strip since October 11, 2025, fails.

According to the Israeli Broadcasting Corporation, the US administration is seeking to push its plan more aggressively towards the second phase, but it is facing difficulties in doing so.

The US efforts include a draft resolution submitted to the UN Security Council that includes the powers of the international force that the Trump administration is working to establish, which is supposed to operate in Gaza in cooperation with members of the Palestinian police.

In the event that Trump’s plan does not succeed, the IDF is expected to formulate a plan to disarm Hamas in conjunction with renewed fighting.

According to Israeli official, “The question isn’t whether Hamas will be disarmed or not, but who will do it”.

The so-called Gaza Humanitarian Foundation, which is backed by Washington and Tel Aviv, has suspended its operations inside the Gaza Strip in recent days due to the ceasefire and the entry of hundreds of aid trucks.

According to sources, the foundation hasn’t operated aid sites, which have sparked controversy throughout the war, since the ceasefire came into effect.

“In light of the ongoing truce in Gaza, GH is making localized adjustments to its operations and continues discussions with its partners on the next phase of assistance efforts, a phase in which our proven model is expected to play a central role, it said in a statement… To remove any confusion, the Corporation continues to operate as a whole body and is ready to resume operations immediately when possible”.

Israel and Hamas continue to implement the first phase of the Trump plan, as they exchanged live prisoners, and then moved on to exchanging the bodies and bodies of prisoners, while the bodies of 3 Israeli prisoners remain in Gaza.

The second phase of Trump’s plan stipulates the establishment of an international stabilization force in Gaza with a mandate from the Security Council, as Washington has submitted a draft resolution welcoming the establishment of the Peace Council, a transitional governing body for Gaza that Trump will theoretically chair, with its mandate to last until the end of 2027.

The resolution authorizes member states to form an interim international stabilization force to work with Israel, Egypt, and the newly trained Palestinian police to help secure border areas and demilitarize Gaza; unlike previous drafts, this resolution refers to the possibility of a Palestinian state.

On the other hand, Russia and China are preparing to vote against the resolution in its current form, which threatens to overthrow it before reaching a vote, amid US warnings that obstructing the path may leave a dangerous vacuum in the management of the next phase in the Gaza Strip, while Beijing and Moscow believe that the draft resolution is biased towards Israel and lacks accountability mechanisms.
