Fox News revealed that Russia and the United States have proposed a three-stage peace plan for Ukraine, starting with a ceasefire, followed by elections in Ukraine, and concluding with the signing of a final agreement.

According to journalist Jackie Heinrich, based on private sources, both sides, the Russian and the American, consider holding elections in Ukraine to be a prerequisite for the success of negotiations to end the Ukrainian conflict.

Negotiations between the Russian and American delegations concluded on Tuesday, in the Saudi capital, Riyadh.

The Russian side is represented by Presidential Assistant Yuri Ushakov and Foreign Minister Sergei Lavrov, while the US delegation includes Secretary of State Marco Rubio, National Security Advisor Mike Valls, and the US President’s Special Envoy for the Middle East, Steve Witkoff.

Ushakov had previously indicated that the negotiations would address the restoration of bilateral relations between Moscow and Washington, in addition to discussing the possibility of organizing a meeting between Presidents Vladimir Putin and Donald Trump, as well as starting the process of settling the Ukrainian conflict.

In a related context, Kirill Dmitriev, head of the Russian Direct Investment Fund, considered that it was too early to talk about settlements between Russia and the United States, but he added that the two countries had begun to listen to each other, which may indicate signs of rapprochement.
