European Council President Calls on Zelensky to Present his ‘Victory Plan’ at Summit of EU Leaders

European Council President Charles Michel said Tuesday he had invited Ukrainian President Volodymyr Zelensky to present his “victory plan” to defeat Russia at a meeting of EU leaders this week.

Zelensky is seeking additional support from Kyiv’s Western allies to confront the Russian military, which began invading Ukraine two and a half years ago.

Michel wrote on X that he invited Zelensky to the European Council summit on Thursday, October 17, to assess the latest developments in Russia’s war on Ukraine and present his plan for victory.

Military support for Kiev and bolstering Ukraine’s battered energy sector are among the issues on the table at a meeting of EU leaders in Brussels on Thursday.

Last week, Zelensky made a lightning tour of European capitals, including Berlin, London, Paris and Rome, as his country faces a third grueling winter under war.

Zelensky’s trip was decided after US President Joe Biden postponed a trip to Germany to oversee his country’s preparations to respond to Hurricane Milton as it approaches the US state of Florida.

The Ukrainian president is seeking new military and financial aid from his European allies amid fears that support will wane if former President Donald Trump wins the US presidency next month.

Russian forces have made progress on the eastern front and hit the power grid, while Ukraine faces what will be the harshest winter since the start of the Russian invasion in February 2022.
