According to the these documents, the announcement read, “The President of the United States today declared that economic and foreign trade policies have created a national emergency, necessitating the imposition of retaliatory tariffs to strengthen the American economy and protect domestic workers”.
In this context, the White House confirmed that President Trump seeks to prevent the United States from being exploited commercially by other countries.
He believes that imposing tariffs is necessary to ensure fair trade, protect the American workforce, and reduce the trade deficit, which he considers a matter of utmost importance.
