US President Donald Trump signed a spending bill approved by Congress on Thursday to avoid a second government shutdown.
However, at the same time, Trump announced a national emergency on the border with Mexico to obtain funding for the construction of the border wall with Mexico, which led to a new conflict with Congress and may open the government to face a range of lawsuits.
The federal government entered into a partial 35-day closure in December and January because of a confrontation between Trump and his Democratic rivals, who refused to pass legislation giving the president $ 5.7 billion to build a wall along the border with Mexico.
