Syria: The full details of the new Sweida agreement with US and Jordanian mediation

Minister of Foreign Affairs and Expatriates Asaad al Shaibani hosted Deputy Prime Minister and Minister of Foreign Affairs and Expatriates Ayman Safadi and US Special Envoy to Syria Tom Barrack for a tripartite meeting.

This meeting was a continuation of the talks hosted by Amman on August 16 and July 19, 2025, to discuss ways to achieve a ceasefire in Sweida Governorate and southern Syria and resolve the crisis there.

The meeting adopted a roadmap for resolving the crisis in Sweida, based on the unity of Syrian territory and the principle that all Syrians are equal citizens in their state with equal rights and duties.

The text of the “Roadmap for Resolving the Crisis in Sweida and Stabilizing Southern Syria,” which the three countries agreed to cooperate on, included:

Syria’s stability, security, and prosperity are fundamental to regional stability.

The Syrian Arab Republic, the Hashemite Kingdom of Jordan, and the United States of America affirm their commitment to working together in full partnership to help Syria restore its sovereignty and establish peace and stability for all its people.

The three countries fully support Syria’s unity and sovereignty, which preserve its security, stability, borders, and territory.

They affirm that stability can only be achieved through a comprehensive, Syrian-led political process that ensures the building of national institutions, achieves economic and social development, guarantees public freedoms, and ensures equality among all Syrian citizens on the basis of citizenship.

Jordan and the United States also support Syrian efforts to overcome the challenges facing this process, including the reconstruction process, institution-building, combating terrorism and extremism, resolving societal disputes, and achieving national reconciliation.

This collective commitment reflects the shared will of Syria, Jordan, and the United States to move forward in supporting Syria’s future with a constructive and practical approach.

In this context, Jordan hosted the Amman meetings on July 19, 2025, and August 12, 2025, during which the three countries agreed to work together to end the crisis in the Sweida Governorate in southern Syria.

The three countries agreed that a final solution in the governorate, which has recently witnessed significant upheaval, requires adopting a comprehensive, gradual approach that goes beyond it, based on the following principles:

Sweida Governorate is an integral part of Syria and has no future outside of it.

The people of the governorate are Syrian citizens, equal in rights and duties to all Syrians.

The reintegration of the government and the governorate requires a gradual approach based on gradually building trust and confronting steps aimed at the full reintegration of the governorate into the Syrian state, in a manner that achieves national reconciliation.

Jordan and the United States affirm the important steps taken by the Syrian government and the commitments it announced following the two rounds of talks hosted by Amman.

They welcome the affirmation by Syrian Foreign Minister Asaad al Shaibani of his commitment to ending the crisis through a solution that guarantees Syria’s unity and preserves the rights of all residents of the Sweida Governorate as Syrian citizens.

The three countries agreed to cooperate to implement the following steps urgently, with full respect for Syrian sovereignty:

  1. The Syrian government calls on the Independent International Commission of Inquiry on the Syrian Arab Republic to conduct an investigation into the recent unfortunate events in Sweida Governorate, and the government is committed to holding all perpetrators accountable in accordance with Syrian law.
  2. The Syrian government is committed to legal procedures to ensure that the rights of all those who have evidence of violations or abuses are protected before an independent judiciary and its representatives.
  3. The Hashemite Kingdom of Jordan and the United States support the continued delivery of sufficient quantities of humanitarian aid to the governorate, in cooperation with United Nations agencies and other international organizations.
  4. The Syrian government continues its efforts to include the governorate’s people in the political life of the governorate, and the United States supports international donor organizations with adequate funding.
  5. The Syrian government is committed to providing the Syrian Ministry of Defense with a specific deadline to withdraw its units from the vicinity of Sweida, ensuring the integration of the governorate’s residents into the economic and civil life, and receiving support from the Hashemite Kingdom of Jordan and the United States of America to help overcome local challenges.
  6. The Syrian government will withdraw all civilian fighters from the administrative borders of Sweida Governorate, deploy qualified, trained, and disciplined police forces along the governorate’s administrative borders, based on the Amman Agreement, and take all necessary steps to enable residents of Sweida villages that witnessed fighting during the unfortunate events to return to their villages.
  7. The three countries will support the efforts of the International Committee of the Red Cross to complete the release of all detainees and abductees and expand the exchange process.
  8. The Syrian government announces its plans for rebuilding damaged villages and properties, and Jordan and the United States provide funding for the necessary support.
  9. The Syrian government is committed to a timetable for establishing national unity that achieves unity and equality among all Syrians of all sects, and it will also accelerate its sincere efforts to end hate speech in all its religious, sectarian, ethnic, and denominational forms, including by adopting a mechanism that criminalizes hate speech and providing legal assistance to adopt such legislation, if necessary.
  10. Jordan, in coordination with the Syrian Arab Republic and another delegation from the local communities in Sweida (Druze, Christians, and Sunnis), and another delegation of representatives of the Bedouin tribes in Sweida Governorate, will hold meetings to help achieve reconciliation.
  11. Jordan and the United States will work with the Syrian government and communities in Sweida to agree on short- and medium-term security and administrative arrangements for a transitional period leading to full reintegration into Syrian government institutions.

These arrangements will be based on the understanding that Sweida Governorate is an integral part of Syria and that final reconciliation requires a gradual process.

International humanitarian organizations will assist in building confidence and planning for the final reconciliation process, in line with the agreements reached during the Amman rounds of talks; These arrangements will outline implementation plans.

  1. The Syrian government will engage all communities in the governorate, and there will be a leadership force under a provincial leader appointed by the Ministry of Interior.

Authorities will extend the force’s command and composition within the administrative boundaries of Sweida Governorate, cooperating with the governorate’s local community and relevant state representatives.

  1. In coordination with the local community in Sweida, a provincial council will be formed representing all components of civil society in Sweida.

The council will be tasked with interacting with the Syrian government and leading efforts aimed at achieving national reconciliation.

  • Complete the release of all detainees and kidnapped persons, and count and identify the missing.
  • Managing the flow of aid to the governorate in cooperation with the government.
  • Ending foreign interference in Sweida Governorate and affirming the commitment that the governorate is an integral part of Syria.
  • Facilitating access to all evidence, including committees, witness testimonies, and surveillance cameras in areas that witnessed fighting.
  • Cooperate with the Syrian government and the Independent International Commission of Inquiry on the Syrian Arab Republic to ensure legal accountability for all those proven to have committed violations.
  • Agreeing on a roadmap for reconciliation with the Syrian government.
  1. The United States, in consultation with the Syrian government, is working to reach security understandings with Israel regarding southern Syria that address the legitimate security concerns of both Syria and Israel, while emphasizing Syria’s sovereignty and territorial integrity, and Jordan supports this effort, including through joint meetings.
  2. Syria, Jordan, and the United States will establish a working mechanism to monitor the implementation of the roadmap in a manner that fully respects Syrian sovereignty.
