The ongoing talks between Israel and Syria face a major challenge that could hinder the achievement of a comprehensive peace agreement, according to sources familiar with the negotiations.

Special sources stated that the Ahmed al Sharaa clearly informed the Israeli side that any future agreement must prevent Israel from carrying out military or security operations inside Syrian territory.

In contrast, Israel insists on retaining the ability to deal with security threats, especially if its forces are withdrawn from the buffer zones, as Damascus demands.

On Monday, Israeli Foreign Minister Gideon Sa’ar said, “Israel is interested in expanding the scope of the Abraham Accords,” noting that Syria and Lebanon, as neighboring countries, could have an interest in joining, provided that Israeli security interests are preserved.

He added, “The Golan Heights will remain an integral part of Israel, and Israeli law was imposed on them more than 40 years ago”.

Despite talk of the possibility of reaching an agreement, a source familiar with the negotiations explained that at best, it will be a cold peace in the first phase.

The Israeli Foreign Minister noted that the potential agreement would focus on security arrangements related to the buffer zones, without changing the status of the Golan Heights.

Meanwhile, US media reported that the Trump administration is holding preliminary discussions with Israel and Syria regarding a potential security agreement between the two countries.

Axios website quoted US and Israeli sources as saying that the talks could lay the foundation for future diplomacy, starting with efforts to reduce tensions and update security arrangements along the volatile Israeli-Syrian border.

The United States prefers a gradual process that would gradually build trust and improve relations between the two countries, and that Israel seeks assurances that any talks will ultimately lead to a full peace agreement and full normalization.

From the Israeli side, Netanyahu’s goal is a series of agreements with Syria in stages, starting with a modernized version of the 1974 agreement and ending with full normalization.
