Russian President Vladimir Putin is seeking to take control of Ukraine and retake parts of Europe, new US intelligence reports warn.

These estimates suggest that Putin aims to take control of all of Ukraine’s territory and retake parts of the countries that were part of the former Soviet empire, despite efforts to end the war within a political settlement that could leave Russia with far less territory.

According to the report which reflect a completely different picture of the US president position and his negotiators for peace in Ukraine, who have confirmed that Putin wants to end the war.

The most recent intelligence reports date back to late September, according to one source.

The information also shows that these assessments contradict Putin’s denial that he poses a threat to Europe, while US conclusions have remained consistent since the start of Russia’s full-scale invasion in 2022.

This view is consistent with the assessments of European intelligence leaders who believe that Putin aspires to control all of Ukraine and parts of countries that were part of the former Soviet bloc, including members of NATO.

“Intelligence has always been confirming that Putin wants more,” according to US House Intelligence Committee member Mike Quigley as saying, adding that the Europeans are convinced of this, the Poles are absolutely convinced and the Baltic states believe they will be the first target.

Russia currently controls about 20% of Ukrainian territory, including most of Lugansk and Donetsk in the Donbas industrial region, as well as parts of Zaporizhzhia and Kherson, as well as Crimea on the Black Sea.

Putin claims that Crimea and the four Ukrainian provinces belong to Russia, while Trump is pressuring Kyiv to withdraw its troops from the small part it controls from Donetsk as part of a peace proposal, according to two sources familiar with the matter, a demand rejected by Ukrainian President Volodymyr Zelensky and most Ukrainians.

A White House official said President Trump’s team had made significant progress toward ending the war, adding that Trump stressed that a peace deal was closer than ever, without addressing the content of intelligence reports.

Regarding Ukraine, Trump’s negotiating team, Steve Witkoff and Jared Kushner, have been in talks for weeks with Ukrainian, Russian and European officials on a 20-point peace plan, while US sources say progress has been made, differences remain significant over the land issue.

Kushner and Witkoff met on Friday with Ukrainian negotiators in Miami and were scheduled to hold meetings with Russian representatives over the weekend.

On Monday in Berlin, the United States, Ukraine and European parties reached broad consensus on Washington-backed security guarantees aimed at protecting Ukraine from any future Russian aggression, according to European diplomats.

The European sources added that these guarantees could be linked to the ceding of territory to Russia, but other diplomats assured the agency that this wasn’t resolved and that other alternatives were still being considered, with Zelensky insisting on refusing to concede.

The plan includes the deployment of a European security force in countries neighboring Ukraine and in Ukrainian areas far from the battle lines, in addition to setting a limit of 800,000 Ukrainian troops.

The European sources indicate that Russia is demanding a lower ceiling, and that Washington is open to it.

The plan also includes US intelligence support, ratification of the agreement by the US Senate, as well as US-backed air patrols over Ukraine.

Zelensky seemed cautious about the proposals, saying there was an unanswered question: “What will these security guarantees actually do?”

Putin made no concessions during his annual press conference on Friday, despite declaring his readiness to discuss peace, noting that his forces have advanced 6,000 square kilometers this year.

According to Trump administration officials as saying that Putin may not accept any deal that gives him less than his initial goal of taking control of all of Ukraine.

The US Secretary of State Marco Rubio’s said on this regard: “I don’t know if Putin wants to reach a deal or wants to control the whole country… These are things he said publicly,” he said, adding, “We know what they were trying to achieve when the war started, and they didn’t achieve those goals”.
