A team of three international experts will investigate the killing case of the Saudi journalist Jamal Khashoggi in a report published, the UN human rights office said on Friday.

UN special rapporteur on extrajudicial killings and immediate and arbitrary executions, Agnes Callamard, told Reuters on Thursday she would go to Turkey next week to lead an “independent international investigation” into Khashoggi’s death at the Saudi consulate in Istanbul on October 2.

“The independent team will seek to determine the nature and extent of the responsibilities of states and individuals in relation to murder”, the office said in a statement.

The other two members of the team are British lawyer Helena Kennedy and two non-governmental organizations, Dr. Duarte Nuno Vieira, a pathologist and a professor of criminal medicine at the University of Coimbra in Portugal.

The team will visit Turkey from January 28 to February 3, the office said in a statement.

US intelligence agencies believe that Saudi Crown Prince Muhammad bin Salman ordered the killing of Khashoggi, who criticized the crown prince and wrote opinion pieces in the Washington Post, saying his body had been cut and moved to an unknown location.

Riyadh denies any involvement of the crown prince in the matter.

A Saudi prosecution spokesman said last year authorities had detained 21 Saudis in connection with the Khashoggi case, with 11 of them charged and put on trial. Saudi prosecutors said it was demanding the death penalty be applied to five of the defendants.

Turkish Foreign Minister Mouloud Gawishoglu said Thursday it was time for an international investigation into Khashoggi’s death.

No details were given as to whether the team would seek Saudi Arabia’s entry or whether the Kingdom would cooperate with the investigation.

The Saudi diplomatic mission in Geneva didn’t respond to questions about the matter.

“Its investigation should establish the very foundations for a large-scale UN investigation that can access all intelligence”, said Kenneth Roth, executive director of Human Rights Watch, in a tweet on Thursday.

“The visit will take place from January 28 to February 2, but Human Rights Watch executive director Kenneth Roth told AFP in Davos that the visit didn’t amount to an urgent UN investigation in Khashoggi’s case because Callamard is an independent expert, as is the case with all special rapporteurs, Do not speak on behalf of the international organization.

“The next step we are all looking at is an investigation by the United Nations”, he said, adding that UN Secretary-General Antonio Guterich was “working hard to avoid this because he fears disturbing the Saudis”.

But he expressed hope that the visit would be a step towards revealing “who is responsible” for the killing.

Khashoggi, who was writing articles in The Washington Post on October 2, was killed in his consulate in Turkey in an operation carried out by “elements outside their jurisdiction”, according to Saudi Arabia.
