The terms and exact details of the truce proposal in Gaza
On Monday the details of the ceasefire proposal in the Gaza Strip submitted by mediators and announced by Hamas to approve it.
The ceasefire proposal includes 3 stages with a combined duration of 124 days, so that the first phase will be 40 days, the second 42 days and the third 42 days.
The first phase includes from the first day the temporary cessation of military operations exchanged between the two sides and the withdrawal of Israeli forces to the eastern areas of the Gaza Strip and away from densely populated areas to an area close to the border in all areas of the Strip except the Wadi Gaza area, which separates the north of the Gaza Strip from its south.
On the seventh day of the first phase, after the release of all Israeli women, Israeli forces withdraw from the coastal Rashid Street in the east along Salah al Din Street in a way that facilitates the entry of humanitarian aid into the northern Gaza Strip, allows the return of displaced civilians to their areas of residence, and guarantees the free movement of residents in all areas of the Gaza Strip.
The first phase includes the suspension of Israeli military and reconnaissance flights in the Gaza Strip for 8 hours a day and a period of 10 hours on the days of the release of Israeli detainees.
On the 22nd day of the first phase, after the release of two-thirds of the Israeli detainees in the categories of the first phase (women, children and the elderly over 50 years old), the Israeli forces withdraw from the center of the Gaza Strip, especially the Netzarim axis (separating southern Gaza from its north) and the Kuwait roundabout axis east of Salah al Din Street, to an area close to the eastern border, allowing the return of the displaced to their places of residence.
This phase also includes facilitating the entry of intensive and appropriate quantities of humanitarian aid, relief materials and fuel, so that 500 trucks enter daily, including 50 fuel trucks, of which 250 trucks reach the northern areas of the Gaza Strip.
In the first phase, hospitals, health centers and bakeries will be rehabilitated and operated in all areas of the Gaza Strip.
With regard to the exchange of prisoners and detainees from both sides, the source revealed that the proposal includes the release by Hamas of 33 Israeli detainees, including living women and children under the age of 19 and the elderly over the age of 50, who are sick and wounded.
In exchange for Hamas’ release of Israeli civilian women, children and the elderly, Israel would release 20 children, women and the elderly for every Israeli on the basis of lists provided by Hamas, according to the oldest arrested.
The first phase also includes the release of Hamas Israeli female soldiers who are alive and were actually in military service on the day of their detention on October 7, and in return Israel releases 40 Palestinian prisoners from its prisons for each female soldier, 20 of whom are sentenced to life imprisonment.
The release of Palestinian prisoners will be based on lists provided by Hamas, with Israel having the right to reject no more than 200 names.
With regard to the second phase, the source said that it will last for 42 days, during which agreement will be reached on the necessary arrangements for the return of sustainable calm and the announcement of its entry into force before the start of the exchange of the rest of the prisoners.
During the second phase, the remaining living Israeli men and soldiers would be exchanged for an agreed number of Palestinian prisoners.
This phase also includes the complete withdrawal of Israeli forces out of the Gaza Strip and the start of the necessary arrangements for the comprehensive restoration of civilian homes, structures and infrastructure destroyed by the war.
In the third phase of the agreement’s proposal, all bodies and moralities will be exchanged on both sides and a five-year reconstruction plan for Gaza will begin.
The guarantors of the agreement are, Qatar, Egypt and the United States.
Earlier on Monday, Hamas said in a statement that its political bureau chief, Ismail Haniyeh, had informed Qatar and Egypt of the group’s approval of the two countries’ proposal for a ceasefire agreement with Israel in Gaza.
With the mediation of Egypt and Qatar and the participation of the United States, Israel and Hamas have been conducting indirect negotiations for months, which stalled in previous stages, to reach a prisoner exchange deal and a ceasefire in the besieged enclave.
