The Syrian president issues a decree grant Kurds in Syria all their rights

Syrian president Ahmed al Sharaa issued a special decree granting Kurds their national rights within Syria.

The decree materials as follows:

Article 1: Syrian Kurdish citizens are an essential and inherent part of the Syrian people, and their cultural and linguistic identity is an integral part of Syria’s pluralistic and unified national identity.

Article 2: The State is committed to protecting cultural and linguistic diversity, and guarantees the right of Kurdish citizens to revive their heritage and arts and to develop their mother tongue within the framework of national sovereignty.

Article 3: The Kurdish language is a national language, and it is permitted to be taught in public and private schools in areas where Kurds constitute a significant percentage of the population, as part of the elective curriculum or as a cultural educational activity.

Article (4): All laws and exceptional measures resulting from the 1962 census in Hasakah Governorate shall be repealed, and Syrian citizenship shall be granted to citizens of Kurdish origin residing in all Syrian territory, including those who are unregistered, with full equality of rights and duties.

Article (5): Nowruz (March 21) is an official paid holiday throughout the Syrian Arab Republic, as a national holiday that expresses spring and brotherhood.

Article (6): State media and educational institutions shall be obliged to adopt an inclusive national discourse, and any discrimination or exclusion on the basis of ethnicity or language shall be prohibited by law, and anyone who incites national strife shall be punished in accordance with the laws in force.

Article (7): The ministries and concerned authorities shall issue the necessary executive instructions to implement the provisions of this decree, each in its own regard.

Article (8): This decree shall be published in the Official Gazette and shall be considered effective from the date of its issuance.

Commenting to the decree, the Kurdish Autonomous Administration on Saturday described the decree on Kurdish rights as “a first step but doesn’t meet the aspirations of the Syrian people”, according to a statement.

The statement said the radical solution to the issue of rights and freedoms is in a decentralized democratic constitution and called for a comprehensive national dialogue in this regard.
