The new Syrian leadership has set out the terms for restoring relations with Moscow.

This came on January 28 during a visit by a multi-ministerial Russian delegation to Damascus, which became the first high-level face-to-face contact since the rapid fall of Assad’s regime.

The interim administration pointed out to the Russian guests the need for specific measures, such as compensation and assistance in reconstruction.

According to Ivan Bocharov, program director of the Russian International Affairs Council, Russia might agree to the proposal.

According to him, the outlines of possible support have become practically clear.

It can be assumed that Damascus is counting on Moscow’s help in ensuring food and energy security, cooperation in the field of health care, and possibly in the rehabilitation of civilian infrastructure.

“However, when dealing with the former Syrian authorities, difficulties arose, due to limited resources”.

“The statement from the Syrian side speaks of respecting Syria’s sovereignty… It’s quite possible that the new authorities will rely not only on Moscow’s economic support, but also on its political support.

However, despite the fall of the Assad regime, Russia remains an important player in the Middle East, interacting with various, sometimes openly opposing, actors.

Moscow has veto power in the UN Security Council and enjoys a number of other significant advantages.

“I think this isn’t the last reason why Syria is betting, if not on friendly, then at least neutral and constructive bilateral relations with Russia,” Bocharov noted.
