Donald Trump signs an executive order to work toward ending sanctions imposed on Syria

US President Donald Trump signed an executive order ending the sanctions program on Syria to support the country’s path toward stability and peace.
The order lifts sanctions on Syria while maintaining sanctions on Bashar al Assad, his associates, human rights violators, drug traffickers, individuals associated with chemical weapons activities, ISIS or its affiliates, and Iranian proxies.
According to the text of the resolution issued by the US Treasury Department, Washington is committed to supporting a stable and unified Syria, living at peace with itself and its neighbors.
A unified Syria, “one that doesn’t provide safe haven for terrorist organizations, and that ensures the security of its religious and ethnic minorities, will support regional security and prosperity”.
The text noted that the circumstances that led to the imposition of sanctions on Syria have changed over the past six months, following what it described as positive measures taken by the new Syrian government headed by Ahmed al Sharaa.
The Secretary of State and the Secretary of the Treasury have taken initial steps toward this goal by issuing General License No. 25 on May 23, 2025, and a sanctions waiver under the Caesar Act.
Under the decision, a number of previous executive orders that formed the legal basis for sanctions on Syria were revoked, including orders issued between 2004 and 2011 that targeted the Syrian government, its officials, and its key supporters.
Meanwhile, Donmald Trump said that he’s asking the congress to reconsider the Caesar Act measures, in order to end its effects.
