The White House plans to hold a meeting of the leaders of the Peace Council on February 19, as part of advancing the implementation of the second phase of the ceasefire agreement in the Gaza Strip, Axios reported.

On Saturday, Axios website quoted a US official and diplomats as saying that the upcoming meeting will be the first official meeting of the council, and will include a donor conference dedicated to the reconstruction of Gaza.

The White House pointed out that preparations are still in their early stages and may change, while the White House declined to comment formally.

The Trump administration has begun reaching out to dozens of countries to invite their leaders and participate in the logistical arrangements for the meeting, which is scheduled to be held in Washington.

On January 15, US President Donald Trump announced the establishment of the “Peace Council”, which is part of his plan for the Gaza Strip, which was adopted by the UN Security Council in its resolution 2803 issued in November 2025.

Although the Peace Council emerged on the ruins of Israel’s war in Gaza, its charter makes no mention of the Palestinian enclave, where some 2.4 million people, including 1.5 million displaced, live in catastrophic conditions.

The charter describes the council as a permanent international organization to promote peace and good governance in conflict zones, with broad powers for Trump, including veto power and the appointment of members, prompting observers to consider it a maneuver to bypass the United Nations.

By implication, in its Charter, the Council criticizes the United Nations, stressing the need for a more flexible and effective international peacebuilding body and that lasting peace requires courage to abandon institutions that have repeatedly failed.
