Syrian President Ahmed al Sharaa held his second meeting in three months with his Russian counterpart Vladimir Putin in Moscow on Wednesday, where discussions focused on two sensitive issues, naming the future of Russia’s military presence in Syria and the strengthening of economic cooperation between the two countries.

This meeting comes within the framework of the intensive diplomatic efforts between the two countries, which aim to redefine the nature of the strategic relationship in the post-political changes phase in Syria, with a focus on common interests and security challenges in the region.

During the meeting, President Sharaa expressed clear interest in continuing Russian military and economic support for Syria.

As part of the economic discussions, President Putin proposed that Russia join the reconstruction teams in areas of Syria that need rehabilitation.

The Syrian side has historically relied on Russian military and economic support, with Russian weapons and equipment being a key pillar of cooperation between the two countries even before the recent political changes in Syria.

The issue of Russian military bases in Syria was a major focus of discussions between the two leaders.

The meeting discussed the possibility of restoring these previously abandoned rules, in a step that carries important strategic implications.

Israel supports the return of Russia’s military presence to Syria, as a counterweight to Türkiye’s growing influence in the region.

Israeli assessments also suggest that Russia’s withdrawal from its bases could encourage Türkiye to strengthen its military presence in Syria, which could affect regional security.

On the other hand, the US is reportedly supporting a gradual return of the Russian military to Syria, with a particular focus on the navy. Washington appears to be aware of Moscow’s intention to send a high-ranking liaison officer to Syria to coordinate military operations.
