The Turkish white paper on solution for Idlib

Turkey submitted a text paper for the final solution in the What is called Astana agreements at the fourth De-escalation zone, which includes rural parts from Latakia, Hama, Aleppo, the Entire Rural of Idlib and the city of Idlib.

Into the details, Turkey submitted to Russia a paper of several items called the “White Paper of the solution for Idlib”, in conjunction with the implementation of the terms of negotiations of the towns of Kufriya and Fuwa, which resulted in the evacuation of its people after the long siege.

The white paper includes the restoration of electricity and water, the return of life and service facilities, opening the Aleppo-Damascus road and the removal of barriers and blocks from the Darat Azza area towards the new Aleppo area.

High-level references confirmed that “Turkey called on all factions, bodies and gatherings and events in the north of Syria, the most important of which: the Sham Liberation Organization (HTS, formerly known as Al Nusra front) the Syrian opposition  government of salvation – the Syrian National Coalition – the interim government – and the other factions to a general conference to be held within two weeks to discuss the future of Idlib in the light of the aftermath of the South of Syria and the end deal of Kufriya and Fuwa in Idlib province.

The sources added that Turkey will ask everyone to hand over heavy and medium weapons to be collected and stored by Turkey, that the establishment of the so-called “national army” will be announced from all armed factions and will establish a unified “body” of non-military entities, under the supervision and management of Turkey.

The Turkish paper also contains provisions relating to the establishment of airstrips for military and civilian helicopters near Turkish observation points in the fourth De-escalation zone, and there is an item talking about the establishment of hospitals providing medical services free of charge.

Turkish newspapers stressed that the items of the Turkish paper – if approved – will need several months to implement and ensure its success and said that the main objective of the Turkish submission of this paper is due to Ankara’s desire not to get a Russian-Syrian military action in Idlib leads to repeat what happened in Eastern Ghouta, Daraa and others.

Turkey is seeking this paper to stop the Syrian army’s rush to launch a military operation in Idlib to end the control of the “HTS” and the return of the region to the Syrian government.

This worries Turkey, which sees any military action to restore Idlib will end its dreams and influence in Syria.

The main question is about the position of the (HTS, formerly known as Al Nusra Front) currently divided.

Meanwhile Turkey is discussing with the so-called “Amir of HTS” Abu Muhammad Al Julani to secure a refuge for himself and his followers in Turkey in return for the extradition of “political solution” in Idlib, but nothing on the horizon suggests a positive change in the positions of Al Julani.
